I.  Purpose of Job  

 

Under direction, the purpose of this position is to coordinate the City’s permitting and plan review activities of the Building and Neighborhood Services Department. Responsibilities include the routing and tracking of building permit applications and construction documents in accordance with departmental rules and regulations, performs a variety of related administrative tasks, verifies contractor credentials, calculates fees, and is the primary point of contact for customers and staff regarding the status of permit applications and scheduling inspections. This position also collects payments for all permits and performs specific functions requiring specialized knowledge of development processes, and applies acute attention to detail in all processing tasks. Maintains active and finalized files for permits, reports, and receipts; prepares such for storage. Executes special projects and performs related work as assigned by the Building and Neighborhood Resources Department Director or their designee.

 

 

II. Essential Job Duties 

 

A.  Administers permitting process

  • Coordinates the permit application/plans review process for Building Codes, Civil, and Sanitary Engineering with appropriate employees as it pertains to meeting prescribed deadlines. 
  • Receive and process license applications and fees for contractors. Verifies contractors and sub-contractors for current licensure; verifies licensing is consistent with requested work permit; verifies zoning is consistent with requested work permit; verifies proper Certificate of Insurance and issue permits if materials are in order and all other requirements have been satisfied.
  • Processes contractors' and homeowners' requests for permitting; calculates fees, and collects funds due.
  • Calculates all fees that are required to be paid for permits including, but not limited to, plan review fee, permit valuation fees, road impact fees, facilities tax, and water and sewer impact and tap fees and other development fees.
  • Verifies data for building plans submitted, i.e., completeness, design professional seals, notarization, state energy calculations, survey, elevation certification, property owner, etc.
  • Enters data in permit processing software, i.e., construction type, occupancy type, roof materials, work description, appropriate permits.
  • Tasked with the issuance of the Building Permit and Certificate of Use and Occupancy for all projects.

 

 

B.  Administrative

  •  
  • Answers multi-line phone; Receive calls from public and contractors, schedule inspections, and maintain calendars.
  • Greets visitors and ascertains nature of business; assists visitors and/or directs to appropriate person.
  • Acts as the “Face of the City” to the public that come to City Hall to do business.
  • Functions as the primary point of contact for all projects to which they are assigned whether residential or commercial. This includes large developments and small weekend projects for homeowners. Also acts as single point of contact for other City departments and elected officials.
  • Assist in resolving concerns, complaints, and problems, including defusing difficult or irate customers.

 

III. Other Job Duties

 

Performs other job duties as assigned, including:

  • Acts as liaison with other City departments in permit application processing policies and procedures.
  • Assist with gathering and assembling records for response to public records requests.
  • Provide initial help desk type assistance to customers that may have difficulty with enterprise plan review or permitting software.

 

IV. Primary Job Challenges

 

Primary challenges of this position include:

  • Maintaining up to date knowledge on codes and regulations in order to sufficiently address customer needs and working under pressure, with frequent interruptions and within multiple deadlines.
  • Handling and being responsible for large sums of money.
  • Maintaining up to day knowledge on multiple building projects and being able to find correct information quickly.

VI. Key Competencies Required

 

  • Job Content Knowledge:

Possesses general knowledge of the City’s building permit and plan review requirements as they pertain to the performance of duties relating to the position of Permit Technician. Understands basic building construction, engineering, and architectural terminology, principles, and methods utilized within the department and is able to effectively communicate and interact with supervisors, co-workers, and individuals who possess a variety of educational levels and backgrounds. Has the ability to comprehend and interpret related information for assembling clear and concise written correspondences. Is knowledgeable and proficient with computers and a variety of standard software applications. Has initiative to keep abreast of changes in policy, methods, computer operations, equipment needs, codes and ordinances as they pertain to department operations and activities.

 

  • Language Skills:

            Ability to read, analyze, and interpret general business periodicals, professional    journals, technical procedures, or governmental regulations. Ability to write reports,       business correspondence, and procedure manuals. Ability to effectively present         information and respond to questions from groups of managers, customers, and the          public.

           

  • Mathematical Skills: 

            Ability to add, subtract, multiply, and divide in all units of measure, using whole     numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent     and to draw and interpret bar graphs.

           

  • Reasoning Ability: 

            Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making, some choices are known while others may need to be identified. Some reliance on         precedent. Ability to interpret a variety of complex instructions furnished in written,       oral, diagram, or schedule form.       

 

  • Teamwork:  

Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate. VII. Physical Demands and Work Environment

 

Physical Demands: Performance of the essential duties of this job requires the incumbent to:

                                                                                            

  • Must be able to remain in a stationary position 50% of the time.
  • Occasionally move about inside the office/building to access file cabinets, office machinery, the public, etc.
  • Regularly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone.
  • Regularly positions self to maintain office area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Regularly moves/transports up to 10 pounds.
  • Occasionally moves/transports up to 25 pounds.

 

Work Environment:  Performance of the essential duties of this job requires:

                                                                                                                 

The work environment is moderately noisy (examples: business office with computers and printers, light traffic).

 

VIII. Qualifications

Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a one year certificate from college or technical school; or six to twelve months related experience and/or training; or equivalent combination of education and experience.

Required Certifications/Licenses: 

                     

Permit Technician Certificate OR ability to obtain Permit Technician certification within nine (9) months of accepting this position.
