This position is full-time, exempt, classified and covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
Hours Monday - Friday 8:00 a.m. - 4:30 p.m.; 37.5 hours/week; overtime as required
Under the direction of the Purchasing Director, the Senior Buyer supports County departments by soliciting quotes and bids for materials, supplies, services, and equipment adhering to federal, state, and local laws, statutes, and guidelines. This position researches, compiles, and tabulates information and offers recommendations based on quantifiable reasoning and analysis. The Senior Buyer maintains accurate recordkeeping of all County assets including an annual capital asset audit, tracking property from pre-purchase to disposal, and organizing monthly online auctions.
ESSENTIAL FUNCTIONS:
- Assists County departments with purchases of materials, supplies, services, and equipment by soliciting quotations, compiling facts, preparing bid/quote tabulations, presenting findings to requesting departments and offering recommendations based on analysis, sound decision making experience and compliance with all federal, state, and local statutes, laws and guidelines.
- Maintains accurate records of county assets utilizing Governmental Accounting Standards Board (GASB 34) Asset Tracking Program, ensuring compliance with federal mandates. Tracking movement of assets from pre-purchase through disposal. Organizes monthly online auctions.
- Audits IT providers Asset Inventory Register to confirm receipt of all purchased electronics.
- Conducts annual capital asset and inventory audits, as required by state law.
- Reconciles and makes required changes to entries in County Property Records.
- Maintains Property Register of over 400 County vehicles including, but not limited to, preparing state application for title and registration of vehicles, and preparing quarterly reports on vehicles and equipment for insurance carriers.
- Researches and purchases quality commodities ensuring the most cost-effective pricing. Actively works to gain additional sources of supplies to increase competition and savings.
- Oversees the compliance work of the Buyer including, but not limited to, reviewing purchases to ensure quote and bidding process complies with federal, state and local laws, statutes and guidelines, providing guidance for improvement, and delegates duties that fall under the Buyer’s purview.
- All other duties as assigned.
Minimum Requirements and Working Conditions
REQUIREMENTS:
- Bachelor’s Degree in Business, Accounting or related field and three years’ purchasing experience
- Purchasing accreditation such as CPM (Certified Purchasing Manager), CPPO (Certified Public Procurement Officer) or CPPB (Certified Professional Public Buyer) preferred
- Extensive knowledge of the principles, practices, and procedures of public purchasing and bidding
- Knowledge of applicable federal, state, and county statues and regulations, including the Uniform Commercial Code (UCC)
- Knowledge of project management, inventory control and management policies, procedures, and methodology
- Proficiency in Microsoft Office and the ability to learn new computer software
- Mathematical skills including, but limited to, fractions, percentages, ratios, statistics, and unit conversions
- Strong verbal and written communication and negotiating skills
- Willingness to participate in additional training as provided through seminars, webinars, and other methods
- Valid Indiana Driver’s License to drive to Service Center and other facilities when necessary
- Detail oriented with ability to multitask in high paced and stressful environment
WORKING CONDITIONS:
The Senior Buyer performs work in a standard office environment with frequent sitting and the ability to move about freely, with some bending, lifting up to forty pounds, reaching over head, kneeling and pushing and/or pulling. Very frequent typing and attention to detail exists and frequent proofreading with some detailed inspection is required.
