Position Summary: This position serves as a member of a team responsible for development, implementation, evaluation and realignment of PHD programs and policies.  Duties are somewhat fluid between members; however, each member provides a unique area of focus to the team. Teamwork and collaborating to complete projects and information flow to and from stakeholders are critical to the success of the team and PHD.   The Policy and Program Manager I – Special Program Strategy focuses on development, implementation, and management of special voucher programs.

Reports to: Policy and Program Manager II

 

OVERVIEW 

AHFC is an independent state agency governed by a seven-member board with employees in 13 communities. Its mission is to promote access to safe, quality and affordable housing for Alaskans.

 

SUPERVISION RECEIVED AND EXERCISED:  Non-exempt, non-supervisory position.

 

Knowledge, Skills and Abilities
Knowledge: Knowledge of PHD and HUD subsidized housing programs and Yardi software products. Strong knowledge of and experience with critical thinking and problem-solving and the ability to troubleshoot and take initiative to evaluate and refine processes to best serve clients and community partners.


Skills: Strong analytical, communication skills, and program/project management capabilities. Excellent verbal and written communication skills. Flexible with ability to work in teams or independently with minimal oversight as needed and able to pivot quickly based on changing priorities. 

 

Abilities:  Displays well developed analytical, critical thinking, problem solving and project management skills. Demonstrate ability to collect data, analyze needs, and evaluate solutions for development, revision and implementation of effective programs. Identify and articulate key insights for decision makers.  Ability to utilize verbal and written communication to provide instruction of complex policies and procedures in a method that is understood by colleagues, clients, and community partners. Ability to juggle multiple projects simultaneously and have strategies for determining how to prioritize to meet deadlines. Ability to incorporate and reflect AHFC’s mission, vision and values in relevant work products and analysis.

 

Examples of Duties:

  • Manage implementation of special voucher programs for PHD. This includes reporting, monitoring program progress, processing partner referrals, and assisting clients through the housing process.
  • Development of requests for proposals, memorandums of agreement/understanding, and contracts to develop or establish relationships with partner agencies for the provision and enhancement of housing services.
  • Provide support and training to partners working with PHD to administer existing and new programs.
  • Conduct or participate in monthly meetings to provide information on new or changed procedures and forms to staff and partner agencies.

 

Examples of OTHER Duties:

Prepare and present written reports or verbal narratives to the policy and programs team, Director of Public Housing and senior staff regarding special program and procedural needs and potential impact on strategic objectives.

 

Research HUD policies and regulations associated with Public Housing to assess and improve housing program effectiveness, capacity building and program monitoring.

 

Other duties as assigned.                  

Minimum Requirements

 

 

Minimum Qualifications:

Bachelor's degree from an accredited college in social services, public administration or business administration, or a closely related field and four years’ experience in a social services, government or non-profit environment, with emphasis on housing assistance programs.  A Master’s degree in a related field can substitute for one year of work experience.    

 

Substitution: Additional professional experience may be substituted for the college education on a year for year basis.
