JOB SUMMARY

The Tax & Rebate Specialist manages the State of Tennessee Property Tax Relief Program and performs Property Tax and Property Tax Relief related assistance to citizens. Collects and accounts for thousands of Property Tax payments each year.

ESSENTIAL JOB FUNCTIONS

  • Provide customer service by collecting thousands of Property Tax payments each year via in person, telephone, and mail;

  • Accounting - collect and account for large sums of money, balance cash drawer and receipts daily, make at least a daily deposit to the Accounting and Bankruptcy Specialist;

  • Handles typical complaints, questions, and problems from customers involving Property Taxes and payments;

  • Manages the Tax Relief Program for over 2,200 applicants, learning the Program’s State laws and rules, oversee the billing, corresponding with the State for the customers, qualifying or denying applications, upload to the State website, reviewing the State payments, organizing and maintaining permanent files, balance rebate reports daily and monthly, and balance and upload rebate credit vouchers (ACVs) daily; 

  • Create and balance interest reports;

  • Qualifies Tax Relief and Tax Freeze customers and organizes and maintains files for each customer;

  • Assists in collection of delinquent Property Taxes via telephone and mail;

  • Assists in locating and notifying new owners of property with outstanding Property Taxes;

  • Checks main bank account daily to validate activity;

  • Produces Trustee Investment Portfolio and Balance Sheet daily;

  • Collects and transports outgoing mail to the mailroom;

  • Oversees the continuing training for Trustee employees in the CTAS program;

  • Prepare tax notices requested to be mailed to taxpayer and takes care of all correspondence;

  • Works directly with the Property Assessor's office on Property Tax problems and  changing addresses; 

  • Assists attorneys, title companies, and other taxpayers with office computer and on-line payments and problems;

  • Answers phone and help taxpayers with questions, and provides tax amounts to title companies and mortgage companies;

  • Check our quantity of office supplies;

  • Fills out tax relief and tax freeze applications and takes tax relief payments;

  • Review and interpret IRS Form 1040 and other income documents for Tax Relief and Tax Freeze applicants;

  • Research new property owner reports weekly and change addresses in software and notify those with outstanding Property Taxes;

  • Serve as IT coordinator for Trustee Office to resolve minor problems with PCs, software, printers, scanners, and other hardware. Notify Chief Deputy Trustee to contact County IT Department if unable to resolve problems;

  • Balance the deposits of all accounting clerks and complete the total bank deposit, balance and complete the deposit for checks and run them through the remote capture and ensure that it balances, and check payment instructions from Central Accounting and transfers funds from the main account to the appropriate clearing account and perform journal entries for each Fund when Accounting and Bankruptcy Specialist is unavailable;

  • Record all miscellaneous receipts sent from Central Accounting when the Accounting and Bankruptcy Specialist is unavailable;

  • Check returned mail for regular and rebate customers and attempt to locate current and delinquent taxpayer addresses for collection purposes; and

  • Performs other assigned duties and backup for phones, miscellaneous receipts, and Escrow and Collections Specialist.

MINIMUM REQUIREMENTS TO PERFORM WORK

  • High School Diploma;
  • Three (3) years of experience;
  • Or equivalent training, education, and/or experience; and 
  • Valid driver’s license.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of departmental practices and systems;
  • Skilled in the use small office equipment, including copy machines or multi-line telephone systems;
  • Skilled in using computers for data entry;
  • Skilled in using computers for word processing and/or accounting purposes;
  • Ability to maintain a professional demeanor and an orientation towards customer service;
  • Ability to organize, and communicate effectively;
  • Ability to maintain constructive and cooperative working relationships with others; and
  • Ability to cooperate with fellow employees as a team member. 

PHYSICAL DEMANDS

While performing the duties of this position, the employee is frequently required to sit, reach and manipulate objects, tools and/or controls. The position requires mobility. Duties may involve moving materials weighing up to 20 pounds on a regular basis. Manual dexterity and coordination are required over 50% of the work period while operating equipment, such as computer keyboard, mouse, calculator and similar machines. The position requires hearing, mental acuity, speaking, and visual acuity
