Summary

The primary goal of this position is to serve as a confidential assistant, performing clerical and administrative program support responsibilities in accordance with the Division's mission, functions, and procedures.

All activities must meet the District of Columbia Housing Authority's ("DCHA" or "Authority's") strategic goals and objectives while also achieving the Property Management Operations Objectives.

Essential Duties and Responsibilities.

When assigned to Recertification:

  • Performs reexaminations of tenant income and family composition to determine continues occupancy, rent to be paid, unit size requirements, and/or the preparation and issuance of lease supplements;
  • Codes tenant files for automatic data processing to provide an accurate, efficient, and effective information system to aid and assist management to be responsive to the various inquiries;
  • Conducts interim reexaminations based in tenant’s own reports of changes in income, family composition and certain deductible expenses;
  • Directs applicants in securing necessary verifications and documentation of all eligibility factors and where further data is necessary to assure complete and accurate evidence contacts employers, community agencies, schools, etc., for substantiation or clarification;
  • Counsels prospective tenants as to the policies and procedures relative to continues occupancy of a public housing unit.

When assigned to a public housing property:

  • Assists the Housing Manager in the management and operation of the facility;
  • Receives training in (1) conducting inspections, audits and management reviews of the facility; (2) identifying problems and deficiencies; and (3) recommending appropriate corrective measures in such areas as maintenance, repairs, assignments and/ or furnishing and equipment;
  • Coordinates maintenance and other operations in order to assure the timeliness of maintenance, alterations, minor construction, painting, repairs and inspections;
  • Conducts housekeeping inspections of one-twelfth of a property monthly to ensure safe and sanitary living conditions to the appropriate staff member;
  • Collects rents and preparing necessary documents leading to legal action.
  • Provides advice and assistance to housing officials on routine matters pertaining to income limits, rent ranges, grievance procedures and other related topics;
  • Conducts reviews and evaluations of assigned topics of technical, administrative or program nature;
  • Receives training in drafting statistical or narrative reports for use as reference material by higher level staff members at meetings or conferences;
  • Performs other related duties as assigned.

Job Competencies

  • Practical knowledge of and experience in the use of the principles, methodologies and techniques involved in the operation of public housing properties and complexes;
  • Practical knowledge of and experience in the use of Authority procedures and workflow in order to (1) counsel and assist residents on matters pertinent to public housing requirements; (2) collect and credit rent and other fees; and (3) perform other assignments or tasks relative to public housing management;
  • Ability to think logically, analyze problems, follow systematic procedures and develop comprehensive reports and recommendations;
  • Ability to communicate effectively both orally and in writing.

Education and/or Experience

High school diploma/GED from an accredited institution of learning; and a minimum of two years  experience; or other  equivalent combination of education and/or experience. Such experience may have been gained in clerical, administrative, professional, technical, investigative or other related work.

Technical Skills

To perform this job successfully, an individual should have strong knowledge of   the use of personal computers and must be able to learn other computer software programs as required by assigned tasks.
