JOB SUMMARY

The Human Resources Specialist position provides technical support in one or more of the functional areas of Human Resources including: compensation and benefits, recruitment and staffing, and Employee Relations. This is accomplished by responding to inquiries, processing actions in the area of assignment, providing customer service and coordinating related projects. Other duties include recommending new processes and procedures, completing surveys, performing record retention, and ensuring compliance with all County policies and local, state, and federal regulations, and participating in related activities.

ESSENTIAL JOB FUNCTIONS:      

Compensation and Benefits:

  • Administer all employee benefit programs including enrollments and terminations;
  • Coordinates and conducts the new employee on boarding process and presents benefits presentations to ensure employees gain an understanding of benefit plans and enrollment provisions;
  • Fulfills all governmental regulatory mandates and ensures filings are performed as required;
  • Plans and administers annual open enrollment period. This includes preparation (or revision) and distribution of materials, conducting meetings to communicate changes to employees, arranging for on-site representation by providers, and processing changes within deadlines;
  • Plans, conducts and reports results of audits to ensure all enrollments are accurate and that dependent information is correct for each employee;
  • Addresses benefit inquiries to ensure timely and accurate resolutions;
  • Processes monthly billings from providers. Reviews billings for accuracy and approves for payment in a timely manner. Resolves discrepancies with carriers and payroll; and
  • Assist with the administration of Blount County’s compensation and classification system and the performance evaluation program

Recruitment and Staffing:

  • Prepare recruiting material to attract top talent; job descriptions; internal & external job ads;
  • Document applicant flow; maintain recruiting metrics; complete EEO reports and other information to monitor recruiting results and effectiveness;
  • Conduct or assist with onboarding of new hires;
  • Ensure all employee records are maintained and updated with new hire information or changes in employment status;
  • Maintain and coordinate employee recognition programs;
  • Assist with administration of background checks and drug screens;
  • Conduct regular follow-up with managers and employees to determine the effectiveness of recruiting and onboarding;
  • Maintain and track annual employee performance reviews;
  • Maintain up-to-date job descriptions for all County positions;
  • Ensure compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits Forms I-9; and
  • Assist in staff events

Employee Relations:

  • Leads and provides consultation for a wide variety of special projects assigned to the Human Resources Department;
  • Serves as a consultant to management staff and as an employee advocate, when appropriate. Advises management staff and employees regarding their rights and responsibilities under state, federal and local laws, as well as Blount County policies, and Human Resources' best practices to achieve effective and consistent implementation of all laws, and policies to produce positive relations with all employees. Provides facilitation and dispute/conflict resolution advice to department managers and staff;
  • Oversees, coordinates, and assists in resolving a wide variety of human resource issues, including interpretation of human resource policies, procedures and practices related to progressive discipline, performance management activities, accommodation requests, work restrictions, leaves of absence, and employee assistance during crisis situations;
  • Investigates and resolves harassment and/or discrimination complaints and proposes solutions to address wider concerns, if applicable;
  • Prepares the department response to request related to employment charges and unemployment insurance requests;
  • Provides input into the development and revision of personnel related policies and procedures;
  • Conduct and coordinate employee training and development;
  • Maintains exit interview program and discusses exit interview findings with HR leadership; and
  • In collaboration with HR Director and department managers, assists with employee engagement initiatives and employee retention activities.

Minimum Requirements

 

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s Degree in Human Resources preferred;
  • Three (3) + years of HR experience;
  • Or equivalent training, education, and/or experience; and 
  • Valid driver’s license.

PHYSICAL DEMANDS:

  • Work requires lifting and carrying (up to 10 pounds); balancing, feeling, grasping, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and walking.

  • Most work is performed in a well-lighted, modern office setting with centrally controlled heating and air conditioning.
