Position Summary:  Develops and directs the design and maintenance of the Corporation's accounting, accounting operations and financial reporting systems.

                                     

Reports to:  CHIEF FINANCIAL OFFICER/FINANCE DIRECTOR

 

 

OVERVIEW

Participates in the management of the Corporation by performing and/or overseeing special and on-going financial reporting assignments.  Develops, implements and administers systems to assure the proper accounting, financial reporting, and safeguarding of the Corporation's resources.  The Controller is an authorized signer for its accounts and has direct responsibility for the completeness and accuracy of the Corporation's financial statements and certain other reports related to externally funded programs. 

 

SUPERVISION RECEIVED AND EXERCISED:  Exempt, supervisory, executive service position.

 

Examples of Duties

Develops, implements and directs accounting and financial reporting procedures to ensure proper recording of financial activity and adherence to generally accepted accounting principles, sound business and financial management practices, and requirements of externally funded programs.

 

Directs the design, development, implementation and maintenance of accounting and financial reporting systems.

 

Determines the liquidity needs of the various program accounts and coordinates the availability of funds with the Finance Department.

 

Designs, develops, implements and directs systems to receive and account for funds and transfers of investment securities and other assets.

 

Originates or reviews requests for changes in the information technology systems related to the accounting and financial reporting systems including those applicable to accounts payables, receivables, mortgage collections, HUD programs, grants, general ledger and financial statement reporting systems.

 

Effectively manage a large department with diverse duties and purposes, reacting to a dynamic business and reporting environment.

 

Reviews existing systems of internal controls and suggests enhancements to better protect Corporate resources.

 

Reviews offering circulars, bond indentures, Alaska Statutes, externally funded program agreements, and other agreements and regulations to determine the need for changes to the accounting and reporting systems and adequacy of financial statement disclosures.

 

Directs and ensures compliance with accounting requirements for specialized HUD programs, including the Housing Choice Voucher program and Low Rent Public Housing, as well as various government grants.  

 

Prepares or directs the preparation of special reports and analysis as requested from time-to-time.

 

Other duties as assigned.

 

Knowledge, Skills and Abilities

 

Knowledge of:  Generally accepted accounting principles, secondary mortgage market practices and procedures including the conversion of mortgage loans to mortgage-backed securities; HUD programs, including Section 8 and Low Rent; grant accounting; personal computer and mainframe hardware and software systems; information technology systems development practices; logistics; cash management and general banking principles, practices and procedures; principles of business and financial management including those related to internal control and personnel management.

 

Skills and Abilities:  Apply principles of financial, accounting, business, and personnel administration; gather and analyze financial and statistical data; reason logically and accurately; make sound financial decisions and recommendations; take prompt and effective action when necessary or appropriate; establish and maintain cooperative relationships with individuals within and outside the Corporation; speak and write clearly and effectively; plan, organize and direct the work of subordinates and outside contractors; function with a high degree of independence. Significant inter-departmental coordination is necessary to insure financial activity is processed and reported correctly.

 

 

Minimum Requirements

 

Minimum Qualifications:

 

Bachelor’s degree from an accredited college with major course emphasis in Business Administration, Accounting, Finance, Banking, Economics, or closely related field; and ten years professional experience in financial management or accounting. 

 

Achievement of designation as a Certified Public Accountant, while not required, is desirable and will be viewed favorably.

 

Substitution:  Graduate study in an appropriate field may be substituted for the required work experience on a year for year basis.

 

This is an executive level position with an annual salary DOE.  Excellent benefits package.
