Summary

The primary purpose of this position is to support the Payroll Manager by performing a variety of functions, including but not limited to, the preparation, processing, maintenance, verification, reporting and reconciliation of the District of Columbia Housing Authority’s payroll records and payment of funds for personnel.

All activities must support the District of Columbia Housing Authority's (“DCHA” or “Authority’s”) strategic goals and objectives and produce results that accomplish the goals of the Office of Financial Management (“OFM”).

Essential Duties and Responsibilities

The below statements describe the general nature and scope of work being performed by this position.  This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

 

  • Assists in duties and responsibilities to produce accurate payrolls and ensures payroll reports are accurate and timely
  • Inputs bi-weekly time and attendance data, as needed, generates reports, conducts analyses, and performs regular audits of payroll-related data; documents findings and reconciles and adjusts data appropriately
  • Prepares and submits payment for taxes, family court orders, student loans, and other DCHA employee deductions and garnishments
  • Requests special reports from contractors as needed to support programs and ensures the accountability and integrity of payroll records and system
  • Audits and analyzes reports as appropriate
  • Assists with the preparation of information and, as assigned, meets with auditors for yearly payroll audit and workers’ compensation payroll reporting
  • Assists with the design and implementation of internal asset-based payroll reports for Authority departments and executive management
  • Assists with the preparation of necessary fund transfer requests; reviews requests for accuracy prior to execution of fund transfer; processes all requisitions for payroll expenditures, and presents requisitions to the Payroll Manager, Senior Advisor or the Chief Financial Officer for approval
  • Reviews all requests for payroll payments from properties, Authority departments, and other grant programs to ensure all requests have sufficient backup data to support payroll payment requests (e.g. time cards, managerial time sheets, vendor benefit invoices, etc.)
  • Prepares routine reports and correspondence
  • Performs other related duties as assigned

Job Competencies

  • Knowledge of policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned organizational entity in the DCHA
  • Knowledge of principles, concepts, and methodology of payroll processing sufficient to adequately carry out assignments
  • Knowledge of and experience in the application of related policies, tax reporting procedures, methods and techniques of general ledger accounting
  • Knowledge of HUD regulations
  • Mathematical and basic statistical skills, and the ability to understand and interpret data, charts, and graphs, including the ability to solve routine problems and perform troubleshooting and account reconciliation functions
  • Ability to read and interpret general ledger accounts, invoices,  payroll tax laws and regulations, instruction and procedural manuals

Education and/or Experience

Bachelor's degree in accounting, finance, or business or related major from an accredited college or university; and a minimum of (2) two years’ related experience; or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.  Experience in accounts payable, accounts receivable, and/or payroll with various systems and an integrated HR/Payroll system is a plus;  experience with inter-fund accounting, multiple cost centers and grant program coding and recording a plus; experience processing construction industry payroll and industry reporting of payroll a plus.  Prior Housing Authority or Multi-Family Housing accounts payable, accounts receivable and payroll experience is a plus.

The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history. 

This position has been designated by the department to require a drug and alcohol screening and background check.  Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.
