SUMMARY

The Director of Quality Control is responsible for assisting in the development and monitoring of the District of Columbia Housing Authority (DCHA) portfolio of affordable housing property programs; assisting in ensuring the portfolio is fully compliant with any and all governmental and other agency regulations governing each program/property as well as complying with company policies and procedures. In addition, this position will have program oversight for Public Housing admissions and ongoing occupancy and program compliance.

The incumbent should have knowledge and familiarity with Public Housing programs; Low-Income Housing Tax Credit (LIHTC) and U.S. Department of Housing and Urban Development (HUD) systems which includes PIC and EIV.

Essential Duties and Responsibilities

  •  Follows all policies, procedures and processes as applicable to the Public Housing and LIHTC program.
  • Audits files to ensure compliance with income verifications, rent calculations, and processing tenant income certifications.
  • Maintains YARDI reports, including PIC and other HUD reports to respond to HUD, PHA and State Housing Finance Agencies and other regulatory agencies.
  • Assists in program oversight related to monitoring portfolio performance, including timeliness of income certifications, accuracy of calculations and ensures that all Affordable Program policies and procedures are followed accordingly; reports results to Senior Vice-President Property Management Operations.
  • Coordinates training for Public Housing Division with respect to policies, procedures and processes and federal regulations
  • Assist with monthly, quarterly and annual reports as needed
  • Coordinates operational strategies through the Senior Vice-President of Property Management Operations.
  • Participates in pertinent meetings involving building and property concerns.
  • Ensures compliance with the Public Housing and Tax Credit Programs along with the Senior Vice-President of Property Management Operations.
  • Maintains strong working knowledge of all Public Housing/ACC regulations and guidelines, including staying abreast of on-going legislative and HUD Handbook/regulatory changes and updates.
  • Maintains compliance and strong working knowledge of all Public Housing and site based wait lists.
  • Monitors performance of all Public Housing and Tax Credit properties as it pertains to compliance guidelines and requirements.
  • Proactively communicates concerns of non-compliance to management agents.
  • Monitors and ensures compliance with YARDI, and all similar electronic resources (including HUD Systems - PIC, EIV, etc.).
  • Performs other related duties as assigned by management.

Job Competencies

  • Knowledge of federal, state, and local laws, rules, and regulations, pertaining to low-income housing and Houston Housing Authority policies and procedures.
  • Knowledge of the principles, practices, and techniques of public housing management; as well as knowledge of principles, practices, and techniques of budgeting and data processing.
  • Ability to establish and maintain effective working relationships with other employees and the public, and deal effectively with situations requiring one to be tactful and diplomatic, yet firm.
  • Ability to communicate clearly and concisely, verbally and in writing.
  • Ability to compile and interpret statistical data for effective reporting.
  • Ability to develop training materials and make effective presentations.

Education and/or Experience

Bachelor's Degree and a minimum of 5 years affordable housing experience required. Property Management Certifications required: PHM, UPCS, HQS, Rent Calculation, Occupancy, Procurement/Section 3, and Public Housing Occupancy/Specialist. If Property Management certifications are not in the possession of the hired candidate at the time of hiring, the employee will have 18-months to obtain certifications. A combination of education and experience may be considered.
