Job Summary

The HRIS Specialist has a primary focus on supporting the implementation, and maintenance of the Human Resource Information Management System. This position serves as a technical point-of contact for information systems supporting HR planning and operations. Works closely with other subject matter experts to ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities. The Specialist also supports and partners with IT on system upgrades, patches, testing and other technical projects as assigned.

Essential Duties and Responsibilities

  • Conduct a thorough review on personnel actions as assigned to ensure the actions are in adherence with all regulatory and legal requirements and data fields are correct to include, employee, position build, remarks and follow-up codes.
  • Reviews employees Official Personnel File in order to verify the legality and accuracy of processed actions;
  • Generates queries and reports from various computer systems as needed to retrieve information for data verification;
  • Utilizes policies and procedures to ensure that technical provisions are adhered to within HRIS [KRONOS] which directly affect the regulatory correctness, compliance with standards, and responsiveness of HR Services;
  • Reviews and enters REMEDY help tickets for all issues including complex accession issues, pay discrepancies and corrections, and benefits corrections;
  • Develops reporting procedures, trending analysis, and measurements at various points in processes to identify problem areas or inherent weaknesses in work processes, procedures, and information systems;
  • Enters all new and current employees demographic information, employment and employee status, salary and grade,  health coverage, retirement code, position and position title, job and job title, union and union date, FTE hours, Ethic origin, any disability and type, citizenship, military status and  emergency contact information in (KRONOS);
  • Processes audits in (KRONOS);
  • Responsible for providing guidance, consultation and assistance to employees, management, former employees, annuitants, survivors, and eligible family members regarding governing laws, regulations, policies and procedures relative to employment, retirement, benefits entitlements, health and life insurance, thrift savings plans, and injury compensation;
  • Conducts reviews of highly sensitive and confidential personnel management requests for appropriate HR transaction processing; conducts necessary research in support of required personnel documentation;
  • Transmits, prepares, processes, retrieves and inputs various confidential employee data information to and from the automated system effectuating pay and non-pay transactions including health and life insurance;
  • Reviews error reports and enters corrections as required;
  • Assists in resolving pay errors and/or discrepancies; provides necessary information for payroll resolution;
  • Performs new employee entrance on duty processing; explains conditions of employment, i.e., type of appointment, salary, eligibility determination for benefits and position title;
  • Conducts personnel record tracking and storage functions ensuring that official personnel files are in compliance with DCHA, local and federal records management requirements;
  • Participates in annual open enrollment process for medical, dental, vision insurance; and healthcare/dependent care flexible spending accounts;
  • Serves as back-up point of contact for employment, benefits and related matters; responds to employee inquiries/requests for information relative to employment;

Minimum Requirements

 

Education and/or Experience

Bachelor's degree from an accredited college or university, and (3) three years’ related experience; or the equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.
