THE MISSION

The Chief Financial Officer is expected to:

  • Plan, direct and manage the overall activities of the financial, accounting, budgeting, information technology and purchasing functions of GLEAMNS.
  • Ensure compliance with GAAP, state and federal mandates, and grant requirements.
  • Oversee audit functions.
  • Work with other department heads to monitor program budgets and requirements.

A SNAPSHOT OF EXCITING THINGS YOU WILL DO:

  • Directs the preparation of all financial statements, including income statements, balance sheets, tax returns, and governmental agency reports.
  • Oversee the yearly budgets with the Budget Specialist and Program Directors to ensure requirements are understood and followed. Review budgets on a periodic basis and make modifications as needed.
  • Manage the activities of the Finance Department in the maintenance of GLEAMNS accounting books and records to accounting standards.
  • Formulate and recommend fiscal policies and procedures and ensure ongoing compliance.
  • Prepare accounting reports upon request of Chief Executive Officer and Board of Commissioners.  Publish accounting reports on a regular basis.
  • Review and ensure compliance of financial procedures with appropriate local, state, federal and funding source requirements.
  • Manage the agency’s audits to ensure compliance to accounting standards, state and federal requirements and statutes, and published reports.
  • Assist the Purchasing Manager with the standard contracts for services rendered to any components.  Negotiate major purchase agreements or arrangements with approval of Chief Executive Officer.
  • Oversee the cash management of the agency.
  • Organize, direct and control the retention of historical accounting and legal records, ensuring that all information is safely stored and retrievable.
  • Supervise employees performing financial reporting, purchasing, accounting, billing, collections, payroll, and budgeting duties.
  • Review and analyze current economic, financial and business environment trends to determine their impact on the agency and its policies.
  • Maintain relationships with the financial community, including lending institutions as well as federal, state and local grantors.
  • Performs other duties as required and determined by the Chief Executive Officer.

WHAT YOU WILL BRING TO THE TABLE:

  • B.S. Degree in Accounting or Finance, or B.S. Degree in Business with a minimum ten years finance experience is required.
  • Master's degree in Accounting or Finance, and/or a Certified Public Accountant designation is preferred.
  • Minimum five years’ experience in financial or accounting management required.
  • Excellent management and supervisory skills.
  • Excellent analytical and organizational skills.
  • Proficient in database and accounting computer application systems.
  • Excellent written and verbal communication skills.

  • Office environment
  • Travel, in and out of state, may be required.

SCOPE OF WORK AND ACCOUNABILITY

For the overall effectiveness of assigned functional areas to meet commitments and their compliance to local, federal and state regulations and funding requirements.

Dimensions: Processes approximately $22,000,000 - $30,000,000 in general account functions.  Dimensions are subject to ongoing changes.

Supervisory Responsibilities: approximately 7 direct reports and 7 indirect reports.
