This position is full-time, exempt, unclassified and not covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.  This is an employee-at-will position.

37.5 hours/week and as needed


  • Responsible for implementing and overseeing the department’s programs in compliance with applicable Indiana and Federal laws and regulations to continue progress towards achieving the waste reduction, recycling, and reuse goals of the department.
  • Coordinates with the Board of Commissioners, and other pertinent local, County, State, and Federal boards and committees.
  • Works and coordinates with private businesses that provide solid waste management and recycling services within Allen County.
  • Applies management principles and practices to obtain department objectives and goals, exercising independent judgment with work having a substantial impact upon the safety and environmental health of the community. 
  • Prepares annual budget, reviews and analyzes expenditure reports, prepares requisitions, completes budget transfers and additional appropriations/budget amendments to County Council and to appropriate State or Federal agencies. Monitors, analyzes, and forecasts department’s cash flow and fund investments.
  • Manages contractual relationships with vendors and partners.
  • Prepares and submits grant applications and annual budget requests, and administers budget upon approval. 
  • Negotiates, writes, and administers various contracts.
  • Ensures compliance with state, regional, and federal regulations and guidelines pertaining to solid waste management, household hazardous waste and landfills.
  • Performs needs assessment studies and determines objectives for new and existing programs, ensuring achievement of department goals. 
  • Develops and maintains processes to gauge success of programs, including maintaining records and data and compiling and preparing reports.
  • Responsible for maintenance and repair of department vehicles and equipment, including reviews of cost of repairs, supplies, and usage. 
  • Establishes and maintains cooperative relationships with elected officials, consultants, and the public. 
  • Responds to elected officials, the public, and consultant inquiries relative to solid waste policies and procedures in writing, verbally or via social media. 
  • Establishes and maintains a cooperative working relationship with various solid waste management districts, businesses, and government agencies.
  • Communicates effectively, orally and in writing, with co-workers, solid waste haulers, administrative officials, various governmental agencies, businesses, and the public, including being sensitive to professional ethics, gender, cultural diversity, and disabilities. 
  • Works extended hours (including evenings and weekends) when necessary and travels out of town and overnight as needed.
  • Maintains frequent contact with local, State, and Federal agencies and officials, community organizations, contractors, and members of the public for the purpose of providing and explaining policy recommendations.
  • Develops environmental related projects and plans, responding to questions and complaints, carrying out policies, and maintaining coordination of programs.
  • Hires staff and provides leadership, training, and supervision to all department employees.
  • Supervises and directs both technical and clerical department personnel; maintains regular communications regarding department activities, project status, concerns; offers technical assistance as needed.
  • Exercises direct overall direction, coordination, and evaluation of employees.
  • Maintains harmony, effectively responds to employee issues and complaints and resolves differences and grievances; complies with Allen County’s personnel policies and procedures.
  • Acts as department spokesperson when needed.  
  • Acts as a legislative advocate for the department when appropriate.
  • Drafts program agreements and contracts for review by County Attorney prior to submission to the Board of Commissioners for approval.
  • Prepares year-end reports for Indiana Department of Environmental Management (IDEM), the Department of Local Government Finance, State Board of Accounts and the Indiana Solid Waste District Association, as needed. 
  • Performs all other duties as assigned.




  • Bachelor’s Degree in Public Administration, Business Administration, Environmental Management, or related field
  • Five years’ professional experience in the public and/or private sectors with demonstrated success in leading employees, preparing and managing budgets, and interacting with the public, government agencies and the news media
  • Knowledgeable about principles and practices of integrated solid waste management
  • Experience preparing and executing budgets, as well as controlling costs
  • Supervision experience that includes staff development
  • Experience with media and government relations
  • Knowledgeable of Federal and State laws concerning solid waste, recycling, and environmental management
  • Strong written and verbal communication skills
  • Self-motivated with strong leadership skills

  • Analytical, problem-solving, and decision-making skills

  • Valid Indiana Driver’s License and safe driving record for operating county-owned vehicle


The Director of the Allen County Department of Environmental Management works in a standard office environment, however activities may include some educational activities in the field or off-site and may involve exposure to adverse weather conditions and hazards involving exposure to hazardous materials. Must be able to lift up to 35 pounds of program materials into and out of a department vehicle.
