Job Summary:  Responsible for oversite of implementation and coordination of the elements of PSM, RMP and CAA 608 programs, regulatory compliance and the integrity of the industrial refrigerant systems, including ammonia and other cooling process systems for all shore plants in Alaska. The Senior PSM Coordinator reports to the Division Manager of Refrigeration Engineering.

Essential Functions:

  • Implement PSM programs, and ensure that regulatory requirements are met as a minimum as directed by the Division Manager of Refrigeration Engineering.
  • Provide direction to the PSM coordinators and assist the plants in developing, implementing and sustaining plant specific policies, procedures, programs and training to achieve and maintain compliance with Health & Safety and environmental laws and regulations.
  • Conduct routine meetings with all PSM coordinators and key personnel.
  • Implement corporate programs and systems that drive consistency while ensuring that procedures and practices are aligned with state and federal laws and regulations.
  • Maintain a working knowledge of PSM (14 elements), RMP, CAA 608 and applicable state and federal rules and regulations. Keep current on changes to laws and regulations that apply to industrial refrigeration. Provide technical and high level PSM related training as required.
  • Implement and maintain the above regulations, requirements and programs.
  • Conduct audits and inspections of plant performance and activities. Ensures proper and timely completion of corrective actions as a result of audits and inspections.
  • Coordinates, and participates in PSM and RMP program activities at a local and asset level which include management of change, pre-startup safety review, and process hazard analysis activities. The PSM Coordinator also coordinates, and participates in field MOC and PSSR meetings when needed. 
  • Promotes a process safety culture and drives improvements in the PSM/RMP programs.
  • Oversees and coordinates development and updates to a facility’s process safety information as required by PSM/RMP regulations.
  • Assists on corporate PSM/RMP compliance audits as needed.
  • Provides support during OSHA and EPA audits of the PSM and RMP programs, and other regulatory audits of refrigeration systems.
  • Provide direction to Corporate Risk Management, Engineering, Maintenance and contractors for refrigeration and related cooling projects / modifications.
  • Define and prioritize site programs to meet the needs of regulatory compliance, risk analysis recommendations, corporate policies, site specific procedures and audit findings. Assist plant staff in prioritization of action items to address gaps.
  • Ensures all plant coordinators are properly trained while maintaining a line of succession for plant positions.

Additional Responsibilities: 

This position may be assigned collateral duties as a PSM Coordinator position at a local facility.

Minimum Requirements

 

 

Minimum Qualifications:

Experience:

Incumbents must have an associate’s degree in a technical topic and at least 6 years’ experience leading and coordinating PSM and RMP activities. Incumbent must be knowledgeable of the PSM Standard and RMP rule and be able to lead associated activities at the facility and asset level.

Education:

Associate's degree (A.A.) or equivalent from two-year College or technical school; or zero to two years related experience and/or training; or equivalent combination of education and experience.

Certificates, Licenses, Registrations:

Incumbent must be formally trained in facilitating PSM, HAZWoper and What-if/Checklist PHAs or be willing to complete such training.

Special Training/Skills:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.  Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.  The ability to be familiar with the use of design software, as well as word processing and spreadsheets is expected.

Work Environment:

The work environment will have regular exposure to working near mechanical moving parts.  The job requires occasional exposure to wet or humid conditions, fumes or airborne particles, and toxic or chemicals.  There is also occasional work in high, precarious places, exposure to extreme cold and outdoor weather conditions.  The noise level is loud.

Physical Demands:

This job requires constant ability to sit, as well as talk and hear.  The job occasionally requires a person to stand and walk, as well as lift up to ten pounds.

Mental Activities:

To perform the functions of the job, the ability to read, speak, write and understand English proficiently is required.  Interpersonal skills, teamwork, mentoring, and presenting and teaching information is a frequent task.  Occasional use of negotiation skills, decision making, use of discretion, problem analysis, performing basic math is required.  While creativity, customer service and independent judgment is rare, the skills are expected.
